Personal circumstances

You may provide a personal statement outlining your/your family’s financial circumstances to assist with assessment.

If you are financially independent

  • If your only source of income is a Centrelink income and asset tested benefit, you only need to enter your Centrelink Customer Reference Number (CRN) in the QTAC application. We will confirm your information with Centrelink electronically and let you know if we require further documents.
  • If you receive income from sources other than Centrelink, you must document your gross income.

If you have a partner

If you have a partner, you must also document their gross income, including an Income Statement from Centrelink, if relevant.

If you are dependent

If you are under 22 years of age and are financially supported by your parents or guardians, you must show evidence of your parents’ or guardians’ gross income.

  • If your parents’/guardians’ only income is a Centrelink income and asset tested benefit, you must provide a recent Income Statement from Centrelink.
  • If your parents/guardians receive income other than or in addition to a Centrelink benefit, you must document their gross income.

Centrelink income and asset tested benefits

Centrelink income and asset tested benefits are Abstudy, Age Pension, Austudy, Carer Payment, Disability Support Pension, JobSeeker Payment, Parenting Payment Single and Parenting Payment Partnered, Special Benefit, Widow Allowance, and Youth Allowance.

Documenting gross household income

To document gross household income, you must provide a copy of the 2019–2020 financial year’s Income Tax Return you and/or your partner or your parents/guardians provided to the Australian Taxation Office (ATO) and prepared by the individual/s (or accountant/tax agent), showing all income and deductions claimed, together with the Notice of Assessment that is sent to you by the ATO showing taxable income.

If your family income includes Centrelink benefits, you must also provide a recent Income Statement from Centrelink and the Family Tax Benefit Statement.

If you or your parents/guardians receive a Department of Veterans’ Affairs (DVA) payment, you must supply the DVA statement for each member of the household receiving a DVA benefit.

If you, your partner or parent/s were not required to lodge an Income Tax Return as the estimated income received by the individual was within the tax-free threshold, you must provide copies of the PAYG Summaries from Centrelink, PAYG Summaries/Income Statements from all employers, bank statements showing annual interest earned, dividend statements for share returns, and any other financial documents for the financial year above to support your claim for financial hardship, in addition to the Non-lodgement advice for each relevant person/partner/parent. 

What constitutes gross household income?

Gross household income includes gross salary and wages from employment, Centrelink taxed benefits/payments, employer reportable super and employer reportable fringe benefits, gross income from a business/primary production, income from partnerships/trusts, gross interest earned, gross dividends received (refer to Centrelink for the deeming rules), gross rental income from investment properties and capital gains income.  

It will also include tax-free payments from Centrelink and Department of Veterans’ Affairs payments.

Please note, if you are operating a business, QTAC examines your accounts to determine financial hardship and it is your responsibility to prove financial difficulty. A business questionnaire, to assist in determining eligibility, is also required to be completed and submitted, in addition to other supporting Financial Hardship documents. Institution-determined thresholds

We calculate eligibility under Financial Hardship based on gross household income. The figures below are indicative only and subject to change.

If your gross household income is less than the figures below, you are likely to be eligible in this category. Please note that the extent of financial investments will also be taken into account in determining eligibility using Centrelink deeming rules, according to your family status.

If your household income is slightly higher (within 10%), it is still worth applying, as other factors can be taken into consideration.

If you or your family have experienced extreme financial situations such as early payout of super for medical reasons, please submit supporting documentation in addition to the Income Tax Return, Notice of Assessment and Centrelink documents requested. We assess such situations case by case.

Claims of living on a very low annual income (eg. less than the maximum of the JobSeeker payment) must be substantiated.
